กลุ่มสามารถเฮ! คว้าประมูล3Gทีโอที เสนอราคาต่ำสุด16,290ล้าน เซ็นสัญญาก.พ. เปิดเฟสแรกเม.ย.-พ.ค.

กลุ่มเอสแอล คอนเซอเตียมฯของสามารถคว้าประมูลโครงการ3จีทีโอที เสนอราคาต่ำสุด 16,290 ล้าน ต่ำกว่าราคากลาง17,440ล้านบาท หรือ 6.5% คาดเม.ย.-พ.ค.เปิดเฟสแรกได้ ด้านทีโอทีเตรียมเสนอบอร์ดจันทร์ 31 ม.ค.นี้ ก่อนเซ็นสัญญาเดือนก.พ.

ผู้สื่อข่าว"ประชาชาติธุรกิจ"รายงานว่า การประมูลโครงการติดตั้งและขยายเครือข่ายบริการโทรศัพท์มือถือ 3G ของบมจ.ทีโอที ด้วยวิธีอิเล็กทรอนิสก์(อี-อ็อกชั่น)ได้เสร็จสิ้นลงแล้วเมื่อเวลาประมาณ 10.30น. หลังจากใช้เวลาดำเนินการประมาณ 1 ชั่วโมง มีการเคาะราคาทั้งสิ้น 17 ครั้ง  โดยเป็นการแข่งขันกันเสนอราคาระหว่าง  กลุ่ม“เอสแอล  คอนเซอเตียม”ประกอบด้วยบริษัท สามารถ คอร์ปอเรชั่น จำกัด (มหาชน)  บริษัท ล็อกเล่ย์ จำกัด (มหาชน) บริษัท หัวเว่ย เทคโนโลยี่ จำกัด บริษัท โนเกีย-ซีเมนส์ จำกัด และกลุ่ม“เอยู คอนซอเตียม” ประกอบด้วย บริษัท ยูคอม อินดัสเตรียล จำกัด บริษัท แอดวานซ์ อินฟอร์เมชั่น เทคโนโลยี จำกัด (มหาชน) เอไอที บริษัท อัลคาเทล-ลูเซ่น จำกัด
    และคาดว่าคอนเซอเตียมในกลุ่มสามารถน่าจะเป็นผู้ชนะการประมูลครั้งนี้ โดยนายวัฒน์ชัย วิไลลักษณ์ กรรมการผู้จัดการใหญ่ บมจ.สามารถ คอร์ปอเรชั่น เปิดเผยหลังการประมูลว่า ราคาสุดท้ายที่ตนเสนอไปคือ 16,290 ล้านบาท ต่ำกว่าราคากลางที่ 17,440 ล้านบาท 6.5%
    "มั่นใจว่าจะติดตั้งได้เสร็จทันตามทีโออาร์ คือเม.ย.-พ.ค.เปิดเฟสแรกได้เลย แต่ที่น่าหนักใจคือส่วนการโคโลเกชั่น หรือการขยับปรับโครงข่ายเดิม ซึ่งเป็นความเสี่ยงที่อาจทำให้ต้นทุนเพิ่มขึ้น เพราะส่วนที่สร้างใหม่รู้อยู่แล้วว่าจะต้องใช้ต้นทุนเท่าไร การแบ่งความรับผิดชอบในการติดตั้งเครือข่ายกลุ่มสามารถจะดูแลภาคกลางและภาค ตะวันออก ใช้อุปกรณ์โนเกียซีเมนส์และหัวเว่ย ส่วนล็อกซเล่ย์จะดูแลภาคอีสานและภาคเหนือ"
    นายวัฒน์ชัยกล่าวต่อว่า  หลังจากนั้นจะมีการเปิดประมูลการวางข่ายสายตอนนอก เพราะต้องใช้ซับคอนแทร็กเยอะมากเพื่อให้งานเสร็จได้ทันตามกำหนด
    "ธุรกิจโทรคมนาคมเกี่ยวข้องกับหลายส่วนอยู่แล้วทั้งการเมืองและสัมปทาน แต่เรายืนยันว่าอุปกรณ์ที่เราใช้เป็นของดีมีคุณภาพแน่นอน"
    ด้านนายอานนท์ ทับเที่ยง รองกรรมการผู้จัดการใหญ่ บมจ.ทีโอที ในฐานะประธานกรรมการ"อี-อ็อกชั่น"กล่าวว่า ในวันจันทร์ที่ 31 ม.ค.2554 จะนำเสนอกรรมการผู้จัดการใหญ่เพื่อให้ความเห็นชอบในราคาที่มีการเสนอต่ำสุด รวมถึงชื่อผู้เสนอราคาต่ำสุด ก่อนเสนอให้ที่ประชุมบอร์ดบริษัทพิจารณาประมาณกลางเดือนก.พ.เพื่อให้ดำเนิน การอนุมัติลงนามในสัญญาจัดซื้อจัดจ้าง
    "ในภาพรวมพอใจในราคาที่เสนอ แต่อาจมีการต่อรองราคาลงมาอีกหรือไม่ก็ได้ขึ้นอยู่กับดุลพินิจ ถือว่าไม่มีความเสี่ยงใดๆ ในโครงการนี้อีก"

ANALYSIS: TOT gives telecom giants a head start in developing 3G infrastructure as state regulator takes shape

Thailand's mobile phone sector has taken a small step forward after state-owned TOT Plc awarded a group led by Samart Telecom and Loxley a 16.29 billion baht contract to build a third-generation wireless network.

High-speed telecom services are expected to be available in 13 provinces within six months, and nationwide within one year.
The move came a day after True Move, the country's third-largest mobile operator, signed contracts with CAT Telecom to extend the term of its own concession agreement as well as expand into 3G services. True Move, a unit of True Corp, expects to offer nationwide 3G services within two years.
Demand for 3G has jumped sharply in recent years thanks to the popularity of smartphones such as Apple's iPhone or Research in Motion's BlackBerry handsets. New tablet PCs such as the iPad have also raised customer expectations for high-speed networks to gain access to the internet for multimedia and data applications.
But efforts to launch 3G networks that can transmit data several times faster than today's GSM systems have been delayed for years due to political  and regulatory infighting. The three major telecom providers _ Advanced Info Service, Dtac and True Move _ currently offer 3G services in limited areas under trial arrangements but cannot begin full commercial services without a licence.
But efforts to sell off 3G licences must wait until the formation of the National Broadcasting and Telecommunications Commission, a body that will replace the National Telecommunications Commission (NTC) as the primary regulator of the telecom sector. A planned auction of 3G licences by the NTC was scrapped at the last dhmoment late last year after a court challenge over the bid's legality.

SL Consortium wins 3G project

As expected, the SL consortium of Loxley-Samart-Nokia Siemens Networks-Huawei Technologies yesterday won the e-auction of the TOT project to establish a nationwide third-generation telecom network by bidding Bt16.29 billion, down 6.59 per cent from the state agency's budget for the project of Bt17.44 billion.

The other contender in the auction, the AU consortium of Advanced Information Technology, Alcatel-Lucent (Thailand) and United Communication Industry, bid Bt16.777 billion.
Of the four consortia that submitted bid documents, only these two were qualified by TOT to join the e-auction.
Information and Communications Technology Minister Chuti Krairiksh said he was not happy with the price, saying it should be lower.
A telecom-industry source said the winning consortium was expected to lower the price to about Bt16 billion in the cost-negotiation round.
The project will see TOT establish a nationwide 3G wireless broadband network on the 2.1-gigahertz spectrum. If things go as planned, TOT will launch the initial phase in major provinces in April before going countrywide in one year.
TOT acting president Noppanut Hutacharoen said the agency had conducted all procedures related to the e-auction transparently.
TOT e-auction committee chairman Anont Tubtiang said he was satisfied with the price. Anont, who is one of five contenders for the TOT presidency, added that the committee would submit the result for the acting president's approval on Monday and then to the TOT board for consideration. The agency is expected to award the contract in mid-February.
Samart Corp president Watchai Vilailuck said Samart would use Nokia and Huawei equipment and install the network in the Central, Eastern and Southern regions at a total cost of Bt10 billion. Loxley will use Huawei equipment and install the network in the North and Northeast, for a total cost of about B6 billion.

Mobile Operators in Thailand Still upbeat despite 3G Setbacks

Despite the delayed auctioning of 3G spectrum in Thailand, mobile operators are moving forward with their 3G plans as data services continue to be the main driver of growth, according to a new report from Pyramid Research.

Operators have moved forward with 3G implementation in two ways: 1 receiving approval to upgrade networks to HSPA, and 2 signing MVNO agreements with TOT, notes Emily Smith, Analyst at Pyramid Research. “These solutions would serve as stopgap measures before the 3G auction, which could happen by early 2012,” she says.TOT is currently the only 2.1GHz 3G operator, serving the greater Bangkok region.

TOT plans to invest $648 million in HSPA to cover 50 percent of the population by mid-2011, giving TOT a head start over the competition.

“Data services have been the main driver of growth in the mobile market this year, which is why operators are eager to forge ahead with 3G before the auction,”

Smith explains. “Pyramid expects that 76 percent of Thai mobile subscribers will be data users by 2015.”According to the report, smartphone sales grew strongly at 18 percent from 2008 to 2010, and are expected to grow at an even higher 30 percent CAGR from 2010 to 2015.

Along with this growth, usage of data applications like email, video, and Internet browsing will grow, as well. Data cards will exhibit the highest growth at a 63 percent CAGR, as 3G networks, which currently are only operated by TOT and only cover the Bangkok area, are extended to cover 50 percent of the population by June 2011.

The concessions of the top three players – Advanced Info Service, DTAC and True Move – have come under heavy scrutiny by the Democrat-led government. AIS, founded by Thaksin Shinawatra, has drawn most of the attention as officials focus on agreements that favoured companies linked to the telecoms tycoon-turned politician.

Attempts to review the concessions began under the government of Surayudh Chulanont after the coup that ousted Thaksin in late 2006. Sitthichai Pokaiya-udom, the ICT minister of the day, and Gen Saprang Kalayanamit as chairman of TOT, asked Council of State to interpret the concession amendments. The government’s legal adviser concluded that none of the amendments followed the required procedures and thus breached the 1992 law.

The argument gained more weight when the Supreme Court ruled on Feb 26 last year in the assets seizure case against Thaksin. The court ruled that Thaksin had abused his authority to secure changes favourable to companies in Shin Corp, which his family sold to Temasek Holdings of Singapore in 2006.

TOT is expected to start the bid to procure the network within three months.

With 3G granted to state monopoly, private companies will now have to approach TOT and CAT if they want to take part in this new, lucrative market, without clear and transparent rules

The long-delayed 3G service license auction has made Thailand among the last countries in Southeast Asia to fully deploy advanced wireless technology. The process has repeatedly been delayed due mainly to the absence of an independent body to regulate broadcasting frequencies, as well as changes in state administrations.
